Harwood floors:Dry Part II

Our contractor is coming over soon. Our floors are only dry to the touch. If he offers to fix them, how can i be sure he will do the right thing? He didn't apply the oil-based poly correctly, so will he know how to remove it?
How do you remove the stuff? It's like a resin.

Also, is there a finish I can put on the floor the is like oil-based poly urethane, but eaiser to apply and quicker to dry. Something like verathane?

By the way, we live in Michigan. The weather has been great, so they should have dried already.
