Hardwood Floors on Concrete in a High-rise apt. bldg.

My landlord installed the above in the unit above mine for use as a corporate suite, i.e. many occupants over the last 3 years. The floors were glued directly to the concrete in the kitchen and 20 foot hallway/foyer. The noise has been unbearable when walked on, either with shoes or without. In fact, without shoes, you can hear the dragging and shuffling of footsteps through my ceiling. What should have been done? After 24 years of residency, my Landord says "I have become hearing sensitive" - not true. Prior to this hardwood the unit had vinyl tile in the kitchen and parquet squares in the hall, and I did not have this noise. Please advise. Thank you.
