Hardwood floors

Help!! We just inherited my husband's chilhood home. Under the carpeting there are very pretty hardwood floors. The problem: It still has the backing from the carpet and under that there is some kind of adhesive probably at least 25 years old. We can't get it all up. We have tried GooGone, very patient scraping so as not to gouge the wood and anything else we could think of but to no avail. Also the finish looks like it is completely gone in the high traffic areas. Do we need to sand and refinish the whole floor or can we just do the high traffic areas?
