No need for apologies!!! Peeling wallpaper in Baths is a big problem. Most people don't know how to do the prep.

A thought occured to me this morning as I was working in just such a bath, this project is in a mobile home. Most manufacturers of mobiles use a prefinished drywall for baths. I doubt that the vinyl can be removed without causing major damage to the wall surface. In that case something must be put on the vinyl to assure that the paper will stick. We always used Ben Moore's "Wall Grip #1" for this. You can also use the "Big Hammer" approach by applying a coat of Border Adhesive to the walls and wait a day before hanging. Between the Bathroom adhesive and the border ahdesive that stuff should be stuck forever!
