handicapped adaption

We bought our home about 6 years ago. The mortgage and value of the house are the same. My husband is disabled and recently confined to a wheelchair. We have applied for a home adaptation grant from the V.A. (my husband is retired100% disabled,service connected) We are desperate, trying to find a way to adapt and stay within the $43,000 budget. Part of the problem is that we need a theraputic pool installed, to give him some exercise.
