Had A Similar Problem

In my in-laws house. when we pulled up the living room carpet, we discovered the padding had flattened and vulcanized itself to the floor (particle board) We could not get the stuff up with scrapers, putty knives, even an ice scraper did no good. Since we were going to carpet over the area again, and we had no odor problem, we put the new pad an carpet right over it.
In your case, if it is similar to what we ran into, I think a belt sander with 40 grit paper might do the trick. As long as the areas are not too big.
Good luck!
