What you describe is known as grout efforescence,(try a google search)which occurs when moisture wicks up from the underside of the tile--such as can occur with concrete slabs, or installing the tile over cold surfaces (I had this once on the base of a garden window) or from excessively wet grouting procedures. My solution was to apply a small amount of new grout over each grout line, then wipe it down with a damp sponge after 20 minutes, dressing the joint as you go. I would test this idea out on a small area of grout lines first. Good Luck.
