This will mean the neutral is up and a falling cover plate would contact only the grounded neutral blades. No sparks would fly. There is no actual Code rule for positioning receptacles, the positioning being done based on popular concepts. Take your choice. The falling plate concept comes from industrial and commercial electricians where you do use a lot of metal cover plates. Now, what about a ceiling mounted receptacle like for your garage door opener???? Luck, Kizmet
