I beg to differ. Here in Ontario, we install receptacles with the ground pin down also, BUT, technically, it's called a U ground receptacle, so the ground socket really is supposed to go on top :).Take a look at a receptacle. The theory is that if the cord comes loose, the groung pin is the last one to come out, thus ensuring your tool, appliance, etc. is grounded.
