Glue down floors

We have 3/8 thick prefinished hardwood floors with extensive hollow spots and boards that move up and down when you press on them. The glue is a water base that needs flash time in order to secure a firm hold. The contractor said that is was not required, however the results speak for themselves. The floors look fine, but knoking on the them proves otherwise. I need some help.
