Getting rid of Cat smell from plaster walls

Our church is in need of some expert advise. The previous minister and his wife had many, many, many cats. Consequently, the parsonage smells horrible!! It was so bad, you could not get within 4 yards of the house without smelling -IT.
A lot of work has been done to get the house to the point where the new minister can move in. One of things we thought would get rid of the odor was to clean the wood floors, seal them, and then put wood parkay (sp?) down over them.
This helped but didn't eliminate the problem. Now we think that the cat's have sprayed the plaster walls. Does anyone have any suggestions about how to clean them so they no longer smell? This might seem like an impossible task but we're looking for the least expensive way to do this. We've already spent more than you can imagine. Any suggestions would be greatly apprectiated.
