Hi", Mike, The fault is in the mix of the cement for
the pointing ( filling the space between the bricks
on the out side ),maybe they used another batch of
cement or the sand came from another place, but never
mind, it still looks crap.
Get the builder to repoint the wall, and get him to
give you a date, to which you can both look at the
wall,to see if the colour is the same all over, if
not them he will have to do it again, get that date
and have it in writing,.
When bricks are not the same colour that does happen, and
most times they are mixed so you dont see the same colour
in one spot ( some/most times it looks good)...
