As a general answer, yes. You need to check to be sure that you have enough wood to withstand the refinishing process, but other than that, you should be OK. Circular sanders, like many home centers now stock for sale or rent, will work better since there is no constant grain direction. I don't mean buffers. Those are used only for the final sanding step on bare wood--maybe--and for sanding between coats of film finish.
