gas water heater in crawlspace

i was curious if anyone knew anything about installing a gas
water heater in a crawlspace. originally, i believe the builder
of my new home was going to install a gas water heater in
the crawlspace. is this a proper or recommended installation?
i'm assuming that they were going to tip the water heater on its
side? (the crawlspace is only 3-4 ft. tall.) they've now called
to tell me they're switching gas water heaters to electric water heaters
for all houses with a crawlspace. the builder hasn't called me
back yet so all i can assume is that they had problems with having
a gas heater in a crawlspace. i of course am upset that they are
switching me to an electric water heater because of obvious reasons.
should the builder have even considered installing a gas water
heater in a crawlspace to begin with? i'm wondering if i have a valid
case for demanding they make space (in a closet, etc) in the house for
the heater instead of changing the type of heater? they
guaranteed that any replacements would be the same or better. this
to me is NOT equivalent. any thoughts on this would be GREATLY appreciated.
