Garage sinking - sewer problem

Last year I bought a house 35 years old. The detached garage behind the house seems to have been sinking over time - it is now 4 inches below grade. A wise older man told me he had seen a similar problem caused by a leak in the sewer pipe behind a garage. That might explain why water comes up the ground when we try to dig in that area.

Now the city has informed me that they have hired a contractor to do routine sewer work. I'm out of town on business and there is a backhoe in my back yard. Yikes! If there has been a leak, will the contractor tell me? Is this something insurance would cover? Do I need to take pictures of the condition of the sewer pipe before they repair it? How would you proceed?
