Garage sinking - sewer leak

Last year I bought a house 35 years old. It seems the detached garage behind the house has been sinking over time - it is now 4 inches below grade. A wise older friend told me that he had seen a similar problem caused by a broken sewer pipe behind the garage. That might explain why water comes up from the ground when we try to dig back there.

Now the city has left me a notice saying that they intend to do routine repair work to the sewer pipes behind the house. I'm out of town on business and there's a tractor in my back yard. Yikes! Do I need to call a plumber to look at the possibility of a leak? If there is a leak, is the damage to the garage something insurance would cover? Do I need to take pictures of the pipe before it is repaired? How would you proceed?
