Garage Floor

Last year my husband scraped all of the loose paint off of the garage floor, properly cleaned any oily areas, (of which there was only one), and re-painted unsing an oil based paint. The problem is that only one year later, the paint is peeling badly. It seems to be peeling worse where the tires of our cars come in. It also seems to be peeling worse where the water has drained off of our cars and onto the floor. Please note that we do not have any type of seepage problems in our garage. What can be done to prevent this? I would like to repair and repaint this area once again and want to prevent what I have explained above from occuring again.
