Garage concrete floor and carpeting

Our garage is a converted living unit.
The original owner installed particle board mounted on 1/2" spacers as a subfloor, and then carpeted upon it.
The carpet needs replacing, and the carpet man told me the particle board had to come up.
MY Question is this:
If the floor has some occasional water leakage, and perhaps some condensation, is his recommendation of tacking carpet and fiber pad directly to the concrete a sound suggestion?
I have already removed all the subflooring and patched the holes in the slab.
