Furnace starting and stopping

I hope you can help. I have an oil fired furnace that goes through cycles of
firing on and off. Sometimes if kicks on and burns fine and the next time it lights and shuts off, next you hear the ignitor and she is running again.
Sometimes it cycles on and off every ten to fifteen seconds. I have changed the electrodes, filter, cleaned the eye and nothing has helped. It never fails to light.
Any help would be greatly appreciated!
PS: I was just reading another article and it said not to drain the water from your system because new water has too many impurities that cause more harm. Does that sound right?
