fyi payne furnace is made by carrier. Its one three brands they sell. the problems looks to be in the board or in the ignition process. i believer this board locks out the heat after several heat start up attempts. check gas pressures inlet and outlet of the valve. second, check the flame sensor position and condition. it could be dirty causing signal back to board. lastly, check t-stat, if its digital you should be ok, if its round style mercury type have it checked or replaced.
