One electric baseboard heater is about the same as the next. Virtually all the energy into a baseboard resistance heater goes into heat. The high cost comes from the conversion process (at the electric company) and the distribution costs.
Unless you convert to heat pumps, or concentrate on improved insulation, I think your costs for heating will be about the same.
