It makes no difference if the two tanks are in series or parallel. However, the advantage of having the two tanks in series is that if you have periods of low demand (kids go to college, etc) you can shut off the first tank and just run off of the second tank. The 1st tank then will act as a "tempering" tank to allow the cold water to warm towards room temperature prior to entering the 2nd. tank.
