It is unusual to have a basement that has the first floor exactly at ground level. Even then it is possible to bring a pipe through the wall below ground and run it up above the snow line with a screened cap to permit air to come into the basement below ground level. It is also possible to run a duct from the attic through the first floor with firestops like a chimney to allow air to come in near ground level from an upper floor vent.
