Well your problem is that the water is seeping into the ground around the house and getting through cracks on the outside of the cinderblocks and then to the cracks in the inside which means the blocks are not in grate shape. I would make sure the gutters are clean and your getting water away from the house. Next forget about the concrete it won't do much and if the land settles below it you could have a gap to hold water. Go out and get some dirt, mulch etc. and build up around the house to drain off the standing water. Next the French Drain will Keep the basement dry but at the expence of running the pump, so again you need to get the standing water away from the house you will never be able to pump all the water away.
