framing a basement

I am getting conflicting advice about how to insulate/frame a basement. It is a poured concrete wall basement. Some say to frame a 2x4 wall right up against the basement wall, others say leave a 1-2" gap then frame up the wall and the latest advice was to glue those rigid foam 4x8 panels to the basement wall then frame a 2x4 wall up against the rigid panels. The only water problem I have is some condensation from the difference in temperatures in the above ground portions.
Any suggestions?
