foundation movement

My house has foundation movement, it was built on 4" of cement and the soil that it sits on was not properly compacted. My question is this - can it be corrected by having cement injected underneath the foundation, to make some type of cement pilars and by using jacks to level it off? I bought this home through the City for lower income people and the City cut corners and sold us damaged goods. They are willing to repair, but my concern is that if after those repairs are done will my foundation be free of movement. I would appreciate your advise in this matter. Thank you very much.
