Foundation Insulation? Mphs. Tenn.

It appears that after the form was built to pour the foundation, a 1.5" to 2" thick piece of styrofoam was placed on the inside of the Perimeter before the pour. After the pour, the form is removed and the styrofoam is coated with a thin layer of concrete, which has a few dings..Is this normal building practice??
