Foundation Crack

I just purchase a new house that had its foundation poured about 5 months ago (we just moved in). The foundation has cracked from the floor up towards the top (a 5mm crack all the way up). The ground is now frozen, so I'm not sure if it leaks (there is a membrane).
The crack occured on an inlet of the foundation (the wall goes in about 4 inches to accomodate the style of the house).

Just wondering:
1/ is this normal?
2/ does an epoxy fill really hold?
3/ if there are hair line cracks on the floor cement starting from this main crack should i worry about those as well?
4/ the floor is sinking in the corner of the house - opposite to the crack (crack is near front the floor sinking is near the back). Is there concern that the soil is weak?
