Forgotten drainage during construction of 2nd floor porch, victororian style.

We need some real advice here. We purchased a 1995 built victorian styled home with double porches (one on top of the other - can send photo to interested parties). In any event, they did not install any means of drainage during construction. We had several pipes put in prior to closing, which were drilled down through the flooring (this doesn't work - the holes are too small). You can guess - every time it rains we're either shoveling or wet vacuuming the porch and the water is running through two more floor levels, down through the house walls, and into the basement.

Anyone have any ideas? The local contractors here are fresh out of thoughts.
