forced air conditioning and heating system +floor ducting

I am NOT talking about the new heat coil system laid under the floor; I would like to be directed to a resource or resources discussing central heat and air with ducting in the floor. I live in East Texas where it can get very hot and sometimes very cold. Recently the laws in Texas have been changed and a builder can no longer place metal ducting in the slab. We are planning to build soon (with some 14-15' ceilings) and I would like a more efficient system than that which causes the warm air to hang at the ceiling level where the ducts are usually placed in this part of the country. Thanks for any input.
