follow up-- to damp blocks

I see the water draining into the sump crock after it rains-- I am sure that the drain tile is under the floor of my basement, since the house is over forty years and that is how they did it back then in the midwest. Even after I water the grass near the house, the drain tiles whisk the water away into the sump crock. I really notice damp block after humid weather and rain. It is most noticeable in the corner of the basement, however, I am sure there is not a crack there because at one point the contractors dug down to the footings on that corner and wrapped the corner in tar and plastic. Is this normal for the condensation?
