I suggest using a furniture stripping chemical, if you can create a ventilated environment afterwards. Apply the stripper, and then scrap up with a taping blade. I have had success with this. I have removed adhesive from both concrete and wood underlay, and not had any trouble with applying new adhesives or even paint after the cleanup is done and the chemicals dry. I would suggest a vapor mask for safety, and if you have pets, they seem to be unusually drawn to these chemicals, so keep them clear.
