By your given numbers .80 is low and 1.35 is about right, the best thing to do is ask for references from each and call or visit one or two, this will give you the best idea of their work.

Find a qualified professional and pay him/her, and DO NOT tell them how to do their work as the other post mentioned, check them out on the front end, and let them work.

Oil based poly is a little more durable than water based and will give the floors a golden patina, water based will not amber and has a little more trouble with air bubbles because of faster dry times.
The standard # of coats is 3 to 4.
