Floor jacking question

I have a similar situation in an older home I just bought. Steve's comment about jacking up the floor joists implies that it would work only if the foundation is a pier and beam type. My house has a concrete block foundation; would I be able to jack my joists up?

(P.S. It is a one-story house, out of whack in 2 bedrooms and a hallway because of old settling.)
