Based on my experience, Once the carpet is free of 98 % water, the remaining carpet works in the same way as if it is wet after being steam cleaned. If you are worried about the dampness, try to create a cross draft by opening doors/windows on two side and use a fan to start a flow of wind. or as an alternate you can use the dehumidifiers (renetable) to remove the dampness in the air. Normally concrete floor will not be much affected. if the water was there for quite a long time, you might see mold on the wall. To avoid it anti mold compound which you will have to treat the wall with,available at home improvement store like home depot. good luck.
