Flooded Back Yard

I recently purchased a home and am having flooding problems in the back yard. There is a slight, continuous slope from my street through to the street behind me. I could easily build up the soil in the yard to allow for run off. The problem is that I don't want to flood my neighbor out. What alternatives do I have? I thought of asking the neighbor if I could run drainage lines under his yard to his street but this is not an attractive scenario nor am I sure if I would be allowed by the neghbor or the city. My neighborhood has public sewer. Would it be wiser/feasible to have drainage tied into the sewer lines?
