flood damage on panelling

My parents have a home built in the late 60's with a lot of panelled walls. They recently flooded with a foot of water in the house. The panelled walls were ruined and had to be cut 18 inches up the wall. Any suggestions for what we can do without having to take down all of the paneling. Would wainscoting work? Would you paint the top half? Thanks for suggestions!
