Flickering lights throughout the house???

Here's a puzzling one I haven't been able to solve. Only in the evening, after dark, all of our house lights seem to flicker/pulsate and it's getting annoying. It's not due to the furnace/AC. The home is less than a year old. I had the electricians install whole house surge protection (occupies 2 breaker spots in service box) and I've installed Tripp-Lite line stabilizers/conditioners on my computer system and TV/Home Theater System. The only other change I've made is to install Leviton MicroDim Dimmers on some of the lights and switched most of the switches from toggle to rocker style. These flicker also but so do fixtures without dimmers or rockers that I never touched. Any ideas/suggestions on what to look for? Again, the oddity is that it only occurs in the evening. Hmmmm?
