I agree with the advice to contact the utility. I work for an electric utility and we investigate problems like these for people all of the time. There may be many possible causes. For example, if the neighbor who is not having the problem is on a different step down transformer from you, then the problem may be with the neutral connection in the transformer. Don't procrastinate, as the problem may get very worse at an inopportune time. If they don't see the problem upon ezamination, request them to install recording voltmeters, that will record your voltage for thre or four days, and demonstrate the problem.
