Flashing for deck ledger on a new construction.

I would like to add a 12'x24' deck to my house that is currently under construction. The siding hasn't gone up yet so this makes things easier for the ledger. My question is about the flashing. Code requires the ledger to be (2)2"x10". One to be lagged to the rim joist and the second, I'm assuming, lagged to the first. Should the flashing cover both of these boards? If so, do I just nail the joist hangers through the flashing? How high up the sheathing should I cover? Finally, we're going to have the house wrapped with Tyvek, does it matter whether I attach the ledger before or after the wrap?
