Fixing outside well

My wife and I just purchsased a home. In the yard there is an old well about 15 feet deep and covered by a frame constructed with 2x4's. We thought about filling the well in because we are afraid that someone may fall into it especially since the top is level with the ground. The historical society tell us the well is a historical landmark of an old fort. and that they may protest if we decide to fill it in. However, they will not donate or help with the cost of building a wishing well. We can purches a wooden wishing well to cover it, but I prefer to keep it as oringal as possible by making a stone or concrete wishing well. I would like to accomplish this project myself. Can you advise us on what materials we would need, and where we can purchase or obtain a plan for this project.
