fixing bouncy, uneven floors

I have a floor that is bouncy, uneven with dips and not level. I intend to remove the existing flooring strips and subfloor to lay new underlayment for new hardwood strip flooring. I'd like to know the best way to eliminate the bounce and even out the floor. I'm wondering if blocking and/or sistering additional joists would be enough to eliminate bounce, as a new support beam is not desired. As for the dips, I was thinking the sistered joists could help to eliminate some of those. Does anyone have any thoughts? Are these ideas loony?
