moisture. Do the moisture test with a tarp and after several days lift it up for moisture. If so, then the moisture has to be addressed first.

Then get some good floor levelor and float the floor out. This is very easy and is actually self leveling. This will allow the vinyl to adhere in all spots.

Get a good quality squares with good adheasive and thick tile. Then lay it down.
