Fireplace insert repair

I have a fireplace insert that has rusted holes in the top of the insert near the smoke stack.Short of replaceing the whole unit,I would like to repair it by installing a hood or other metal cover on the inside that could be screwed or fastened to the top of the inside,up where the metal smokestack drops in.Are there any kits or ways to repair this to bring it up to code.So far,the holes are about the size a quarter and I`ve been filling them in with aluminum foil.I am a good handyman with tools and could fashion something.Please give me you`re ideas,Thankyou.
