finishing heartpine floors--best finish

i have a 150 year old townhouse in philadelphia with wide-plank heart pine floors throughout. 10 years ago, i sanded and finished the first two floors with polyurethane, but almost from the outset, scratches developed that can't be easily removed. i now want to renovate the 3rd floor and 2nd staircase. my dad used to be a woodworker, and used to use WATCO danish penetrating oil a lot. does anyone have experience using WATCO floor finish on heart pine? I've heard that it resists scratching better and it's easier to work with when trying to remove scatches.
