Any true vapor barrier such as plastic sheething needs to go directly against the masonry wall and never over the studs.

And in fact, plastic sheeting should not even be used against the masonry wall unless you can drape it below the slab or into a drain channel to collect a remove condensed moisture.

In fact, most prefer a vapor barrier coating applied directly to the masonry walls instead.

You should insulate the studs with standard faced fiberglass with a paper vapor retarder. Paper facing toward the inside of the room..
