Filling Holes in Kitchen Cabinets

Hello again! The kitchen in the house we just purchased had notty pine cabinets at one time. The previous owners painted them and apparently moved the hinges from the outside to the inside of the cabinets. Also, they replaced the pulls with knobs. The problem is this: they didn't fill in the holes from the old hinges and knobs and they did a poor job painting the cabinets. I want to repaint the cabinets after sanding them down to a smooth finish. How do I fill in the wholes? What is the best product out there to do this? Do I sand the cabinets first, then fill in the holes, and sand again? OR Do I fill in the holes first and sand it all at one time??? Sorry for the long post, but I think I have quite a few issues here!! Thanks again in advance for your help! Everyone has been great with my issues on the board so far!!
