Steve, what about the stucco-like fences that are seen in Houston? Do these seem viable as a surround fence for residential property? Any experience on how these are built and if they can be built sturdily for Texas Gulf Coast gumbo-type soils? You really opened up an interesting topic! What are your thoughts on these concrete-like fences? The same fundamentals would seem to apply, that is a good rebar-reinforced base pad, posts that do not contact the wet soil (and termites!), and long-lasting materials.
