Youve got to break up the cement the post is
anchored in and put the new post into fresh cement.
The easy way to this this (not really easy but
better than doing it by hand) is to rent an electric
jack hammer. They work really well and will take
the hard part out of breaking up the cement while
allowing you to more easily control what you are
breaking up. Once the old cement is removed (be
sure you remove a large enough area, square up your
post in the hole and pour fresh cement around it.
