Felt and Tile Roofs

Every winter we have condensation problems inside our home, particularly near the exterior walls. Our home was built in 1978 with a tile roof, but there is no felt beneath the tiles. There is plenty of insulation so we are assuming the lack of felt is our problem. If we were to put up felt now, the boards would be sandwiched between the felt and the tiles leading to more damage.

Is our only option to replace the roof?
